Only fun/metaverse entries?

Hello, it is clear that the metaverse is the main (if not the only) theme of the hackathon, but it seems that according to "What type of projects should you build" there is one called "Web 3.0 Infrastructure", that to my understanding refers to an entry that provides a tool (or several) for other devs to make their life easier. Now, tools usually are not fun or metaverse specific, they are agnostic, so if I make a tool for web 3.0 will it get the same "love" from the judges as more metaverse-specific entries?
